The Hon Paul Caica has devoted more than three decades to advancing vocational education and training in South Australia, championing skills development as both an economic imperative and a pathway to opportunity for individuals and communities.

Over a distinguished career spanning union leadership, Parliament and industry, Paul has consistently advanced the role of VET in building a skilled workforce. As Minister for Employment, Training and Further Education from 2006 to 2009, he played a pivotal role in reforming South Australia's skills, apprenticeship and traineeship system.

The reforms initiated during his leadership strengthened workforce planning, industry engagement and oversight, and laid foundations that evolved over time into the current South Australian Skills Commission framework. His work helped position skills development at the centre of economic growth, workforce planning and industry engagement.

Paul's leadership has always been driven by a focus on inclusion and opportunity. Through initiatives such as the 'Goal' programs, he supported hundreds of long-term unemployed South Australians into jobs and training, helping to break cycles of disadvantage and create sustainable career pathways.

As Chair of PEER Education Employment and Training, he has continued to champion innovation in vocational education and workforce development, expanding pathways across emerging industries including defence, renewable energy and advanced manufacturing. His commitment to industry collaboration, workforce development and supporting under-represented groups has ensured that more South Australians can access meaningful careers through vocational education.

Paul's legacy is one of vision, leadership and lasting impact. His work has not only shaped policy and systems, but has also transformed lives, ensuring that vocational education remains central to South Australia's future prosperity.

The Lifetime Achievement Award is presented in recognition of an individual’s outstanding leadership and contribution to the South Australian VET and skills sector for more than 15 years.

This leadership and contribution may have been linked to an innovation, new knowledge, or ways to improve professional practice deemed to be above and beyond the everyday, with a long-lasting impact within the sector.
